EB2 Predictions IC - 2013

After doing quite a lot of forum readups, the Guru's maintain that EB2IC (EB2 for India/China) for FY2012 will end up around DEC 2007 - March 2008.

My question was, how do we see EB2IC in FY2013 behave? Do we think that EB2IC would come upto 2011, even if for a month in FY2013?

I am trying to do a Trend Analysis based on data from Last 5 years and these are the best dates:

What I am trying to get at is - In last 5 years, the difference between Visa Bulletin release date and Priority Date has been almost 4 years.

In 2013, do we expect that the best PD date would be around 2009?

My PD is Feb 2011, So I am guessing I will have to wait till 2015 for my PD to be current

All I am looking for is an EAD/AP - so that I can breathe freely in this land of Liberty.

Gurus: Any educated guess on what the cutoff dates could be in Q1 2013 (Qct, Nov, Dec) for EB2I and EB2C? Assume there is or isn't QSP. Thanks!
