Yes .. the receipt date is the date on my I140

So your PERM was approved in a few days and you immediately filed for I-140? Quite lucky!
But anyway ... the PD mentioned on I-140 is what is important. It doesn't matter wehn USCIS received your I-140.

The bulletin is still accessible by the original URL so chances of it being incorrect are low. Thanks to you for providing the MITTBS updates here. If what you say turns out to be true than you ae the hero and this will be remembered as the Aug 2011 fiasco. We are all living on hope here more than anything so your postings are greatly appreciated.
