They can easily overcome the funding issue, by opening up the I485 filing dates. For every 10K I-485 applications, USCIS brings in $11.25 million ($1125 x 10K). Just moving the DF by 2 years will bring them about 30 to 40 million USD within a month. I think it is politics. They want to destroy immigration and the political appointees are making it happen.
