My 2 cents quickly on the Executive Order:

1. The overall policy literally has ZERO effect on AOS backlogged EB candidates or even the H1B workers either in US or in India. They can travel freely as long as their visa is current or they carry a valid AP.
2. This only impacts CP folks in EB1/2/3/4 and all FB categories. Even EB5 is immune!! That really shows how much uncle sam cares about money.
3. Overall I am 99.99% sure this was a request by DoS to Trump admin - a very legitimate request given the covid situation, the embassies must be functioning at less capacity and they must reserve that capacity to take care of American citizens.
4. Trump colored a very legitimate non-partisan request into his own politically convenient colors. So be it.

Bottomline - No impact on AOS backlogged folks or even the H1Bs.

I am in India on a family visit and I was planning to travel on EAD/AP combo card to travel back to US

With the EO can I use my EAD/AP card to enter US once the travel opens?

I have EAD/AP card issued in 2019 and valid until 2021

You have no issue traveling back to US with your AP.
