Are you asking about the Legal fee for filing extension? or duration for which the visa can be extended?

I wud say same fees as new filing or first extension. There is no discount.
I am not a lawyer, and it's always best to consult an immigration attorney.

The fees is the same. We use different words - transfer, extension, renewal etc. But for USCIS it is a brand new application.

If the H1B extension for the employee is second or subsequent with the same employer then the employer does not have to Pay the data collection fee ($1,500) and Fraud prevention fee ($500) but the application fee ($320)
Not a Legal advice/opinion, please check with good immigration attorney.

Yes thats right, 2nd extension with same employer will be $2000.00 less. I heard few employers claim that they paid below said extra $2000.00

Ideally you pay nothing for H1B and your employer pays everything.

You can check the I-129 instructions that mentions who can claim exemptions from DataCollection and Fraud Prevention fees.

Also I don't think filing extension after 3 years or 6 years is any different except there will be some place where you can mention the 140 approval details and ask for 3 years of H1B.
