She blames it on republicans which is their strategy to not take the blame.
Democrats had the majority in both houses and the white house and could have cleared immigration reform in the first term of Obama.
The reason the did not do it is simple. Had they cleared immigration reform then they would have lost a major vote bank.
All that democrats want to do is to keep the immigration issue boiling forever and keep getting elected on the Latino vote.

the only thing i can think of 2008 is with financial markets in total chaos and lehman bankrupt, doing anything related to immigration would have be political suicide for Dems..hopefully we dont have a situation like that if and when Dem come to power this time around...
But then, they don't power in senate and house.
If dems win presidency, senate this year and win house in 2018, then there is chance for CIR, till then nothing happens.
