    You are correct.

    There's no mechanism for EB5 to receive additional numbers from other EB Categories during the FY. The same is also true for EB4.

    Wondering what the impact of china meltdown will have on EB-5 utilization & spillover. Hopefully the capital controls being placed in mainland will slow down the pace of application & give a good spillover to EB-2 in 2016.

    On the contrary it could increase. People from China would be more inclined to diversify their investments and start businesses in USA.
