I do agree that by increasing the paperwork, small consulting companies will be negatively affected, and already, many in the financial industry are not sponsoring H1B any longer (my wife experienced that first hand). The *reform* should make it easier for genuine employers to hire talent easily while weeding out the fraudsters. It is possible to do this, and maybe Grassley's reforms do not do it. Grassley might just want to kill the H1B, which needs to be opposed at all costs. However it should not be difficult for interest groups to come up with an alternate proposal that achieve the *right reforms*. Just my opinion, and contrary to what has been noted about me, I remain very positive about the prospects of HR 3012.
