I do not believe Trump went after big pharma, and certainly not for the sake of good public-policy; he has several vested interest in drug companies, and when he feels he directly or indirectly benefits personally (financially or politically), he will squeeze one company or drug manufacturer, and claim he is being tough on them as whole.
Just look at how he touted HCQ as a wonder-drug for CoViD-19. He has states and agencies hoard this drug for no good reason except his family is holding a mutual fund that is invested in the Sanofi (manufacturer of HCQ). He claimed that he was taking it himself, which was a complete lie. There was a mad rush from ordinary citizens to buy the drug for themselves because the president said that it works. I mean, his "beautiful" healthcare plan is always been 2 weeks away---for the last 4 years.
He is bane to all ordinary people, and boon to the corrupt swamp that operates under the cloak of "capitalism".
