Thanks Indiani for sharing congressional inquiry details. I've July 2007 EB2 I priority date pending at TSC. Applied 485 promptly on Nov 1, 2011. Replied to mass RFE on July 8, 2013. Depending on how the Sep bulletin turns out, I feel like I need wait at least 60 days since the receipt of the RFE response, which will be Sep 8, 2013. And then, I can raise SR/congressional inquiry saying out of normal processing times. Who knows I might get approved by then or visa numbers will run out. It is a balancing act for sure. Either way, we won't know for sure what triggers approval.
Another thing I've seen on trackitt, a few congressional inquiries have responded with -- those who are current are going through background/security checks. I wonder if they are doing FBI background checks all over again or simply they are saying are looking at EVLs and whatever we responded with during mass RFE. If it is FBI BC, then that may perhaps explain why there is randomness to approvals. Those who come in faster are getting approved.

I highly doubt these are FBI or other criminal background checks. Unless they've started something new about re-performing FBI checks, it wouldn't make sense. All these cases (incl yours) would have been pre-adjudicated already which also includes the FBI/ criminal checks.
It wouldn't surprise me though. If you think about it 5 yrs is a long time in which there could have been criminal offenses.
Thanks Vizcard. Yes, I'm hoping too that they don't FBI checks again. But, the language used on a couple of those congressional replies which used the words "security/background checks" made me think that way. But, in many ways RFE was sent as a way to do final background checks regarding EVL and the person's valid status since 485 was filed. Perhaps, congressman/senator used that wording while replying that background checks are being performed. And since they are not in the weeds of USCIS, they have used that wording interchangeably with final checks (employer offer, visa status etc.) on the adjudication process. Just my guess.
Any idea what this means?
My address has not changed for 2 1/2 years and at that time also i had filled out change address form.

Sandyn , even my case also got the same status updated in april this year when I had an address change.
This really ido not have any other relvant status to update . They turn it to initial review . This simply means case is pending. I called L2 and thats the answer they gave me .

I am new here and awaiting 485 approval. I am a derivative and my application is pending at TSC with PD=03/2007. Primary 485 approved more than a yr ago.
Just saw that the Sep 2013 visa bulletin is out and India EB2 is moved to Jun'08.
EB2-I dates have moved to Jun 2008. It looks like there is a very good chance that several applicants with 2007 (read: myself) or early PDs will miss the boat again this year. Good luck everyone!
Hoping they approve many more cases up to dec 07 so that 07 cases are again not lost among the randomness of approvals starting next month .
Good to see PD move to june 08 . I'm not seeing too many results from congressional inquiries . I have initiated one last week and not heard any yet . Typically how long does it take to see a response .
Indeed it is such a paradoxical state to see a good movement with rather inefficient/unjust order of processing . I spoke with my attorney who is quite reputed and was told that the pace is expected to be slow indeed bcoz of the heavy workload with not quite enough resources .
My other fear is there could be 2007 cases that are not pre-adjudicated bcoz of whatever damn reason it may be and the 2008 cases that are pre-adjudicated could be a low hanging fruits situation for USCIS to quickly and randomly approve . Just my thought .

I heard they usually get back to congressman /senator with in 15 days similar to Service requests on cases pending beyond the processing times typically are responded to in 2 weeks time . When I opened an SR last week, I was told by L2 officer that I should expect a response with in 10 days.
That's a ridiculous excuse. They should have considered that when they decided to move the dates in the last two months. Not for a second do I believe they'll use up all available visas by Sep 30. A lot of visas will be wasted and a lot of us are going to be left out again.
Hey guys, just wanted to report here that my spouse's 485 application got approved today, mine was approved last Thursday. I'm seeing more and more Primary/Derivative 485 applications getting separated during the adjudication process. Anyways, looks like finally our family is done with the GC stuff and can move on now!

Just a while age I got a text from USICS saying that there is an update to your case. When I checked online it said your address was changed blah blah blah. It say initial review as of now. Earlier it RFE response review. Did others get this and what does it signify. I will ask my attorney and will post if I get a answer from him. I am not even current as of yet.

September 1st and 2nd are not working days. Also due to the long week end there will be less approvals for the first week of September. The pace should get picked up from Second week of September. We have 2 weeks of time to get ready with the next step of process (creating SRs, congressional enquiry and INFOPASS etc...).
Hope USCIS will be able to process cases efficiently to clear out these back logged cases.
What will be the best time to start with SR and congressional enquiry. First week or Second week? Or Wait till Mid September before we do any of these?.
