I will echo with Veni. Tourist visa is ok. But PIO is better and citizenship is best. But unless you and your wife are citizens they are not going to give the kids Indian citizenship.

PIO card has nothing to do with citizenship . It is just like tourist visa but has some difference which I didnt dig in to it . In a situation if a PIO card holder wants to stay beyond 6 months , he/she has to report to the local police station for clearance ( by law)
Though all the NRI s' refer it as dual citizenship , in reality India has no option of dual citizenship . Any PIO or OCI card holder cannot obtain a Indian Passport , cannot stay beyond 6 months without notice, cannot vote or buy land or property . But they can inherit the ancestoral properties.
Dual citizenship in other countries really mean dual citizenship, for example Canadians can hold number of passports . travel with a USA passport to enter USA and with Canadian passport to go back home .

As Q pointed above to be eligible for OCI, one of the parents must be US Citizen or the applicant must me 18 years or older, applicant parents/grandparents held INDIAN citizenship (current/past).
One with OCI can stay as long as he/she wish and is not required to report to local police station, but not with PIO.
Ministry of Homeland affairs website says both cannot acquire agaricultural/ plantation lands . I doubt on residential properties.

This % limit based on country-of-birth looks like the reservation quota in India. There is reservation everywhere whether it be for admissions to school/colleges or jobs. I think it needs to be abolished as well. It should be purely based on merits and not on caste/religion/etc. But instead of abolishing people want more and more reservation. May be someone like Annaji can do something about it.
