H1B Transfer that was approved almost 9 years ago

hello everyone let me knwo if anyone faced a similar situation and how to handle this situation.

My brother received H1b (only approval letter no stamping yet) thru a consulting company 9 years ago and due to family reason he did not take up that role. now he is willing to come to USA. what are the options we have now?

will that H1b still valid, will he come under exception category since he was already allocated h1b once.
Can the H1b be transferred now? if so what should i do next?

i am going to consult an attorney but wanted to gather more information
