Need Legal Help

I apologize if it is the wrong thread. My wife might need to J1 from H4 by May/June of this year . However, with all these conversation around H4-EAD proposed rule, I want to better understand our options. Is there any way to find a good immigration lawyer? I have heard of murthy but I want somebody whom I can talk in person (sorry old school). I have tried searching online but I am never sure.

BTW ..I am on H1-B with priority date of Sep 2009 (EB2) and in philly area
