Update Sep 09 - Visa Bulletin Commentary Added

Before we start with forecast commentary let us explain briefly what WhereismyGC is and how this site’s forecast and other services should be used.

About WhereismyGC
WhereismyGC is a website founded by immigrants. Its purpose is to bring clarity to immigration process and make the immigration easier for backlogged candidates. We are not in the business of giving you false hope or painting the most optimistic picture for you. Our goal is to empower you with information so that you can make better decisions about your career and life. Our products and services are designed around this philosophy.

Today the site provides access to
1) Self-service Forecast Tool.
2) Standardized (fixed price) and good quality lawyer services.

How to use the forecast
We are the pioneers in forecasting using data and models. We imitate the visa allocation process as laid out by the immigration laws, and use algorithms and real forecasting models to give you a result.

The picture coming out of our algorithms may not be what you desire. But you should take it seriously because numbers do not lie. There is a fixed supply of immigration visas and the immigration laws do not help backlogged candidates because they discriminate based on the country of birth of candidates.

The site provides a dashboard with 3 scenarios (optimistic, likely, and pessimistic). Each scenario can be viewed in details that contain current and future backlog and expected backlog reduction as well as current year visa allocation.

To view the likely scenario in detail please use myForecast. The other two scenarios can only be viewed using iForecast. iForecast also allows you to adjust certain parameters and create your own forecast.

General Commentary

Immigration is like a balloon, you press it in one place and it pops out from other side.
Since 2007, there are multiple trends we are seeing that threaten backlogged candidates.
A) Portings:
· There has been a trend in EB3 candidates porting to EB2. Since 2007, the rules of spillover were changed to horizontal spillover, EB2 stopped providing any spillover to EB3. Thus EB3 backlog became quite acute which prompted EB3 candidates to port to EB2.
B) EB2 vs EB3 Mix:
· In the old days EB2 to EB3 filing ratio was 1:2. Over time it has changed to 2:1 or worse. This particularly is bad for countries like India and China who traditionally have received large amount of spillover from EB2ROW. If ROW starts filing in EB2 then that doesn’t leave many visas for India and China.
C) Utilization of EB5/1
· Recently EB1 / 5 have been using nearly the entire allocation leaving little to none as all down/fall up visas to EB2. This hits hard for EB2 and EB3 categories.

Cumulative effective of these trends is that EB2 backlogged candidates virtually have been left with no room and are on way to be on par with their EB3 counterparts.

Latest Visa Bulletin

The Oct 2015 Visa Bulletin is not surprising. EB3ROW is practically current. And EB2 India is retrogressed as expected.

What is interesting is that this time around DoS has introduced a 2 tier system of dates. One set of dates applies to country categories from visa availability stand point. And the other date applies from the stand point of ability to file 485.

It is good to see EB2I applicants with dates upto 1 Jul 2011 can file 485. That's approx 14 months improvement over last max date reached for EB2I which was May 2010 a couple of years back.

However this 2 tier system begs a few questions:
1) Why didn't DoS implement it before? It seems that restrictions on ability to file 485 is an administrative discretion rather than a legal impendiment.
2) What makes DoS choose Jul 2011 for EB2I? What is so magical about it.

Our initial assessment is that this is not a nice move on part of DoS as it seems to be. It is another way to build just enough inventory for EB2I without yielding any extra visas to EB2I.

So what constitutes "just enough"? A top of the head (to be updated) number would be somewhere between 30-40K for EB2I.

So why would 30-40K be just enough? We really don't have an answer to that however it is possible that looking at the time horizon those people are at the risk of abandoning their GC. So DoS may have been pressurized to let those people file 485.

Whatever the real reason may be - we can confidently say that while this may seem reprieve; it also raises more questions than answers.

Meanwhile congratulations to those with the newfound ability to file 485. Life is certainly much better for you.

The tool doesn't reflect 2 things right now.
1. Higher EB1 Usage
2. Uneven approvals e.g. 2007 left behind while 2008 is getting approved.

The first one is easy to fix. The second one is a tough one given the tool by default predicts FIFO approvals and now we will have to position this for these uneven approvals.
We would fix these things by this weekend. Please check back on Sunday.

Nice. It is surely a good initiative and I do see it will be really useful to the users on the blog who actively provides help on this forum.

Here are some of my inputs:

1: It's good when there are fewer links but as the links start pouring in, there needs to be more advanced searching facility instead of just filter dropdows.
2: Anybody can input, so is the featured moderated or not? Otherwise there are tons of spammer around.
3: If I post a link and did some mistake in typing or pasted a wrong link, there's no way to change it. Also it be be helpful if I can find links I posted.
4: Does the tool check the links for duplicates before it's posted?

Will consider providing more advance search (perhaps text) in future.

The overall functionality being social in nature is quite informal and so didn't include modify feature. But yes in future that could be considered.

But in terms moderation - we don't really want to policy people and their thoughts. If something offensive is posted, of course we will remove it. But generally people are free to post all useful immigration links. Same with duplication - there will be duplication but then don't really want to delete user provided content. So we will have to live with it. Perhaps we can remove links that no longer are valid. So if a link hits error page - we can remove it programatically.

Thanks again for the inputs. It is very useful to keep improving.

I have applied a fix that solves this. Still have some things to do. But directionally the fix is working. Basically I applied a -ve correction to 2008 data for EB2IC.

1. I now see that it gives me a forecast that my data will be current in Sep 2012 & approval around Jan 2013. My PD is Jan 2009 EB2I. Your tool predicts getting current by March 2013. But the discussion in the threads indicate 2007 won't be crossed in 2013. Could you please clarify?

vrs - I have fixed the tool. Generally speaking the problem is that the tool works on FIFO manner. And that works quite well generally. However in 2012 DOS/USCIS approved large number of 2008 cases. Other than that I also had a long pending task of fixing the data. Which most of it I did today. So please check back and let me know if you have further questions on the whereismygc thread.

1/3rd of 2008 is already approved. 2007 has only 5K left. That's a total of about 1/3*(30K)+5 = 25K.

So the million dollar question is will 25K be approved in 2013? I think yes. Some others think not :) Honestly nobody has crystal ball. We are all blind!

Whereismygc is updated - whenever there is important data available that would impact the forecast. Sometimes it could happen twice a month - sometimes once in two months. I hope that answers your question.

As per whether to use monthly or annual (or even free service) on wherismygc.com; if you are looking only for directional answers - qesehmk.org blog has pretty good directional answers from various people/gurus and so you don't need the paid subscription to whereismygc.com

The paid service at whereismygc.com will be very useful if you are looking for a personalized forecast and/or you want to create your own forecast by adjusting some assumptions. Hope this clarifies ..


With predictions getting grim by the day, when do you think Eb2I will reach mid 2009? one year? two year?

To take care of porting effect, an out of turn update has been made to the WhereismyGC forecast. This update was made to account for the EB3I porting to EB2I.

iForecast, myForecast and myScenario are now available. iForecast and myForecast are now updated to present better view of the information.

Note - iForecast allows a user to create his/her own forecast. myForecast is the system forecast. myScenario is a dashboard view of best average and worst case scenario for the user's case.

How often are the predictions updated ? When do you typically updated them if they are done regularly ( like after getting new demand data ) ? Is the tool updated after the recent PD movements for EB2I, EB3 or the prediction already takes into account the effects of these?

The tool is updated once a month for any movements happened and any changes in assumptions etc. Sometimes it is updated more if there are important events.

There are two very significant updates to the WhereismyGC (http://www.whereismygc.com) forecast model that we applied today.

1. Based on latest demand data, 2014 visa quota is 148K i.e. 8K more than usual.
2. Based on latest demand data and Visa bulletin, the underlying data has been updated in the forecast model of WhereismyGC (http://www.whereismygc.com)

These two changes have significantly changed our forecast for 2014 in a favorable manner to backlogged countries. Please check the latest forecast at WhereismyGC (http://www.whereismygc.com)

System forecast updated based on latest 485 and PERM data. ( https://www.whereismygc.com/login.php )

The gist is that PERM data confirms 33-36%reduction in PERM approvals. We expect this will act favorably for EB2IC.

485 data doesn't have any Aha! Generally speaking 485 data in the middle of a year is not very useful.

We also analyzed third set of data (USCIS dashboard) which also confirmed that indeed the slowdown is across PERM, 140 and 485 processing. So 2014 wouldn't be as bad year as we earlier thought it was going to be.

p.s. - In 1-2 weeks from now we are going to tweak our simulation algorithm as part of our continuous improvement in our algorithms. Until then good luck!

When whereismygc projects that for Jan ’11 PD the estimated GC date as Aug ’16, is that date is when we get the card in hand or it is the date when PD becomes current. If it the prior one then on average how many months before the PD is expected current? I just wanted to know when one needs to be ready with I-485 filing. Also what are the timelines for other milestones like FP etc?

There is additional explanation by CO (as per Oh's law firm (http://www.immigration-law.com/)). As per that explanation CO apparently has predicted that he will move dates to Spring by Sep 2014.

In the interest of Qs Blog users we would like to disclose that Whereismygc.com tool has been predicting Mar 2009 for EB2-India as an average case scenario.

It means two things:
1. Unless your case has some issues or unless you are a new porter (i.e. less than 4-5 months since filing EB2), you are likely to be greened if your date is Mar 31st 2009 or prior in EB2-I category.
2. The actual date movement could be slightly beyond Mar 2009 to ensure visas are not wasted. (It is quite possible that CO might already have thought of it while predicting Spring! We will know soon.

While this is a good news for EB2/3 C, this is somewhat a bad news for India and possibly for EB3ROW because the visas from FB are rolled over to EB only next year - not in the same year.

So basically EB2C is going to eat into the SOFAD that otherwise EB2I would get all and EB3C will do the same with EB3ROW numbers as far as current year is concerned.

Sorry folks for the bad news. I hope I am wrong.

We made a change to philipines NVC backlog assumptions. We have cut down the NVC backlog to 9K from 33K and applied it from 2011 Sep onwards. This to account for the EB3P demand destruction.

This doesn't does ANY material change to EB2 or EB3ROW.

This will make some change to EB3I because then it prepones EB3 becoming current.

Thus overall this update is more consequential to EB3P than anybody else.

This is a tip on how to simulate green card forecast if there is a visa recapture.

Step 1 - Log onto www.whereismygc.com
Step 2 - Click on iForecast
Step 3 - Under 2015 quota enter a number between 140000 and 400000
Step 4 - Generate the forecast

You can repeat the process as many times as you would like at different level of visa recapture.

The GC predictor tool now shows the worst case (2016: as predicted early this year) as the best case--which is highly unlikely!

I (along with thousands of legal immigrants) are in a straitjacket on the kind of job I/we can do without jeopardizing our legal status (which could lead to our deportation), while potentially millions of illegals with their new EAD are protected from deportation and can now legally work anywhere, get a university degree, and basically engage in any kind of business. Based on history, they will likely get their GCs in course of time.

I have been in the country longer than 7 years and have US citizen children, yet I have no relief whatsoever from this uncertainty.

We have updated our EB Green Card forecast. Basically we have lowered our portings estimate to 2200 per year for EB3I --> EB2I. We also lowered our future demand estimate for EB3ROW as well as for EB2ROW. This was done in light of the latest 485 inventory published as well as latest PERM data.

The forecast commentary is yet to be updated. Expect to do so in a couple of days.

With the latest Visa Bulletin - DOS has beaten WhereismyGC's EB2I forecast. Given that there are 3 more months to go - the dates clearly will move even further. We will update the forecast by Monday morning. Stay tuned.

As promised we looked into our forecast model and have updated it at www.whereismygc.com

We think fundamentally the model is good. So we didn't update any demand data or baselines.

We believe EB2-India could be moving because of low portings from EB3-India and processing delays for EB2-ROW. Honestly -- EB2-India is so sensitive to EB2-ROW's processing times that 1 month of delay in EB2-ROW processing allows EB2-India to move almost by 2-3 months. So we suggest people try it themselves by adjusting processing times for EB2-ROW from 4 months to 12 months (and everything in between) in iForecast and see where that takes you! Our best guess at this point is DOS/USCIS will hold EB2ROW back in order to let EB2India catch up with its dates to some reasonable level. Sorry that's vague. But when agencies artificially might be introducing delays then forecasting can only try to simulate those delays. Thus we ask users to do it themselves and try to forecast.

This bulletin is interesting because generally this is the time where extra/unused visas start becoming available. However EB2-I is stalled and EB3-I moved by a few weeks while EB3 Philippines became unavailable. We think these things confirm the direction and accuracy of our forecast.

It is a bit premature to talk about 2015 forecast accuracy. However in light of the September Visa Bulletin we owe this discussion to our users who must be wondering what happened.

Our original forecast for this year was May 2008. During the year, the way EB2 progressed, the way labor data came, the way EB3 progressed - we updated our forecast model. Thus our forecast ranged from May 2008 - May 2009. The real date movement came in upto Oct 2008. Which was within our range but it does not make us very happy. Our EB3-I forecast also came short by almost 10 months. We thought Oct 2005 should be reached but it only hit Dec 2004.

What it clearly means is
A) EB2-I did not receive any SOFAD whatsoever.
B) EB3-ROW did not yield as much SOFAD to EB3 either.
So the question is - how this may have happened? Since hind sight is 20/20 we tried changing some of the parameters and then forecast and were able to replicate those results.

We reduced the 485 processing time from 24 months to 20 months for EB3ROW and from 7 months to 4 months for EB2-ROW. For EB3ROW a very high processing time made sense since DOS moved dates faster to generate demand but still were not able to get enough ready cases to assign a visa number. The only way this could happen is if EB3ROW demand was almost non-existent or USCIS is experiencing significant delays in 485 processing for EB3ROW. We chose latter. Same thing with EB2. Thus we have now adjusted those parameters to losely align with realities.

We hope this answers at least some questions some of you may have. We will be able to give you a much better picture once the Oct inventory is published (sometime Nov/Dec). The fact USCIS did not at all publish Q3 485 inventory also hurt our ability to forecast. But we are still glad that we did not miss huge.

We are already past the conventional wisdom of 5-6 years to GC for EB2-I. That rule is out the window for sure. For EB3-I there never was any rule. Thus WhereismyGC while not 100% perfect is a good tool for backlogged candidates to understand the forecast. Our forecast is undoubtedly the best on internet bar none. We will continue to work for you.

p.s. - The current date for EB2-I as of Sep VB is Jan 2006 and it is meaningless. People shouldn't be discouraged because typically DoS will move the date to a place where the total EB2I demand would be around 300. That's all you can conclude from it. Thus the real backlog would be ahead of Oct 2008 (or even May 2009)!

Today is the first day of USCIS year 2016. The tool is using 2016 quota but still looking at 2015 inventory. We need to create a new estimate of current inventory. That is why the forecast could be outrageous. The tool will be ready for predictions for USCIS year 2016 latest by Oct 7th.

However generally speaking EB2 I and EB3 I are increasingly converging in terms of the time to GC because the traditional visa sources of EB2-I are drying up (viz. EB1 EB2ROW and EB5).

You might as well look up and read the stars. That tool, like every other, wildly moves back and forth (mostly forth!). At one time, Apr 2014 was my "realistic or average" scenario; today June 2017 is the "optimistic" date, while the "average" date is 2019!!

I don't blame them: they are doing the best with the flawed data they have from USCIS. When data are wrong, no forecast can be meaningful.

Dear nbk1976 - Thanks for your comments. We hear you. Let us help you understand the strength and limitations of WhereismyGC's simulator. If there is more followup required - we will move this discussion to WhereismyGC's thread because we dont want to hijack this particular thread.

WhereismyGC is obviously much better than astrology - but it is even better than a model based forecasting tool. Model based forecasting - e.g. trying to predict price of wheat next year based on rainfall this year - work when the input factors are limited and good inputs are available. But when attempting to forecast a very fluid and ambiguous situation - e.g. understanding congestion of airplanes at an airport - can't be achieved quite well using models. Immigration falls in this second category because not enough information is available and there are quite a few moving parts.

So whereismygc deploys a simulators that works on input data. This is a huge improvement on spreadsheets because it allows to adjust for many factors that a spreadsheet can't. A bad input data can skew the forecast even more in a spreadsheet than in a simulator. So a simulator is better than a spreadsheet any day.

Now let us address Swings and a general trend of delayed approved timelines - that you raised.

EB-I has huge demand and the supply is not even 20% of the demand - thus making an acute problem even more acute every year. The only remedy has been extra visas from other categories. Even slight variations in other categories can significantly impact EB-I's prospects. That causes these swings in the short term. We keep adjusting the forecast based on the latest understanding of how many visas are being consumed in other categories. unfortunately we have to infer such information. We wish DoS published such information on a weekly basis. They must know who they gave a visa to - every day!

The degeneration of GC timelines for EB2 is a very significant and true trend. EB2-I's prognosis is becoming worse because as the economy picks up we see very healthy demand across other categories. Our predictions merely reflect that reality.

We know that - people don't like it. But we would be doing a disservice to you if we took your money and showed you a false picture. Like this blog - WhereismyGC's forecast aims to help immigrants make better decisions by providing them realistic information about green card wait times.

We leave the politics and advocacy to others. In fact we hope - those engaged in advocacy use this information to make realistic goals for advocacy.

The reason is we are assuming 2200 new porting cases from EB3 to EB2 for 2004-2007 EB3 India. All these people now get ahead of you in the line.

The rest difference is due to where we thought we would end year 2015 vs where we think now we ended it.

While helping him through the forecast and what is driving the forecast - both of us uncovered an interesting thing.

We discovered that at some point of time EB3-India dates might move ahead of EB2-India. In other words - if things proceed as they seem to be - then soon EB3-India folks might start receiving green cards faster than EB2-India.

This sounds counter intuitive but the data we have today supports this. Thus we advised him that he may want to consider downgrading to EB3 should such scenario materialize. He already talked to his lawyer and the lawyer confirmed this can be done in his case.

The primary driver of this is the simple fact that EB3ROW has moved so fast forward that it has created real potential of good spillover to EB3. And across all countries most people today prefer to file EB2. So EB3 doesn't really have that solid demand in the out years as EB2 does.

We have waited quite some time for DoS as well as DHS to release 2015 visa consumption by country and category. Both agencies have not yet released the data for Employment based categories. Few days back DoS released waiting list data for overseas / counselor processing. We made one update last week - however - based on the visa bulletin just released we think it is necessary to make an update to our model based on some assumptions on visa consumption during 2015.

This update is not perfect but it positions us well for 2016. Please read the commentary at www.whereismygc.com to learn the details of the update.

We were founded precisely because we saw how lack of good information leads to heightened expectations followed by crestfallen mood of backlogged candidates. Today after the release of 485 inventory we sense the same crestfallen mood among backlogged candidates.

The 485 inventory shows EB3-I not receiving a single extra visa during Q1 of 2016. All other categories seem to be expanding inventory. So before people jump to wrong conclusions - let us tell them that 485 inventory is like a snapshot of an airport. It tells you how many people are at the airport at a point in time. It doesnt tell you how many came and went. So do not read too much into 485 inventory.

This year should turn out good for EB3 and not much good for EB2. Our tool is not perfect but we guarantee you that it is fruit of 5 year labor and it predicts GC forecast darn good for a majority of people. So we are going to shamelessly go ahead and say - subscribe today to annual membership. It will be money well spent. It wont give you green card. But at least it will give you a good sense why it is taking so long.

It includes estimated current year porting. It does not include future portings for a number of reasons. However we build enough contingency in our future demand pattern to ensure our average forecast is on track. Hope this helps.

Even if the State Dept hasn't indicated so - our forecast model does suggest that the dates will move that far and you should be greened by that timeframe. So lets see. A forecast can be wrong. But at this time we feel pretty confident in that forecast.

A lot of people asked us how this Visa Bulletin changes WhereismyGC forecast.

Briefly speaking Visa Bulletins generally do not force us to rethink anything. They do not contain much actionable information in terms of forecast. Our forecast model is quite fundamental and works on real data rather than "He said she said". Visa Bulletins frankly although not exactly a "He said she said" thing - are not much better either. DoS should be using WhereismyGC or build something like WhereismyGC. That will do away with a lot of crappy date movements and retrogressions once and for all. They are too blind for their own good.

Anyway ... end of self promotion.

We will send out a message by Saturday explaining if this impacts the forecast and how.

EB2-I shouldn't retro doesn't have any bearing on EB3-I's chances whatsoever.

There is nothing in VB that warrants an update to WhereismyGC. So we will keep the forecast as is at least until July 2016.

Recently the Apr 2016 485 Inventory Report (https://www.uscis.gov/sites/default/files/USCIS/Green%20Card/Green%20Card%20Through%20a%20Job/I-485%20Employment-Based%20Inventory%20Statistics/EB-I-485-PendingInventory-2016-4.pdf) was released.

We looked for any reasons that force us to update the forecast.
Here are the insights from the report:
1. EB4 may be running under and may yield some numbers.
2. EB1 is having more demand than supply. So much so that it will probably eat up any spillover from EB4/5 as well.
3. EB3 seems to be holding steady and not showing any reduction in inventory. That is very surprising and kind of bad news for EB3I. We will explain later below.
4. EB2 also holding steady - this was expected bad news for EB2I. No surprises there.

So the biggest takeaway is that EB3-I may not rely as much on spillover from EB3-ROW as one would have thought. Because the inventory is steady, one can say that ROW is actually utilizing its full allocation. The gut feel does not validate that however. We will investigate further and possibly update the forecast by weekend.

Haven't looked at the paid subscription/commentary, but noticed that the dates for EB2I seems to have gotten a little better on the free forecast. I likely missed something, but is there reason to believe that near term dates (mid 2009 dates) will likely get greened this year? My priority date is in July 2009, and the forecast suggests that we should be greened by June 2017. Prior to this update, the window was Jan 2017-May 2018.

The forecast for EB23IC is not going to hold now. We don't want to update it without any intelligent data point and just to match the visa bulletin after the fact. So while we admit it is inaccurate, we don't want to change it just for the sake of it.

The DoS published visa bulletin for May 2007 (https://travel.state.gov/content/visas/en/law-and-policy/bulletin/2017/visa-bulletin-for-may-2017.html).

There is good movement for EB3-India in filing dates. For EB2-India there is minor retrogression in filing dates. The overall trend is in line with our predictions so far.

Introducing enhanced ability to create custom forecast.

WhereismyGC is introducing enhanced ability to create custom forecast by allowing users to change country and category allocations.

There are various new immigration bills under consideration as well as changes to how DoS and USCIS operate. Here are two examples of how you can use the iForecast (custom green card forecast) at WhereismyGC to approximate the impact of these changes.

1. Scenario 1 - Backlogged countries are allocated 55K EB visas every year.
Most EB backlog today is from India. 55K per year is 39.75% of total 140K visas per year. In iForecast change Country Limit for India to 39.75 and reduce ROW limit to 39.25. Then hit submit.

2. Scenario 2 - Backlogged cases are moved to field offices.
Assume that moving cases to field offices will increase cancellations and delay approvals. Accordingly adjust the EB2 India and EB3 India processing times and denial rates. Recommendation - increase denials to 30% and increase processing times to 8 months.

As predicted EB3 India has moved forward as part of April 2018 visa bullein. They are benefitting from low ROW demand.

As per EB2 India, there are some rays of hope. EB5 I5 and R5 categories are going to stop issuing visas. This means probably extra 5K visas will fall down to EB1. If EB1 can't consume them all then some of them may go to EB2.

To simulate this scenario in WhereismyGC - change allocation of EB5 to 3.5% and increase EB1 accordingly.

Hi all - I am in an interesting situation and would greatly appreciate your inputs. My PD is 12/2009 (EB2-I). I applied for my I-485 in March of 2012 and since then been on EAD. My wife is on H1 and was on her own GC application and her priority date is 04/2009 (EB3-I). She never had an opportunity to become current, until possibly next month. The question I have is, should we apply for her I-485 if she becomes current, or wait until I become current? Given the costs associated with re-doing all the i-485 related applications and processes, it makes sense for us only if the opportunity through her application is much faster than mine in the coming future.

Priority date of 12/2009 for EB2I will take at least next 2 yrs to clear. Eb3 I april 2009 will clear by end of this FY itself. I would suggest moving forward with your spouse EB3 I application and be greened by FY end. Good Luck

@HarepathekaIntezar - the cost quoted by my wife's lawyers is in many thousands. If there is a possibility that GC through me would roughly come around the same time as through my wife's (given that I have gone through multiple EAD renewals and Medicals, while she has yet to apply for a 485), then I would as well stick to my application and wait it out. That is the logic.

General Question on best way to approach any upcoming EB3 AOS filing opportunity but with a new PERM/new employer; For someone who has a PD that doesn't qualify in current EB2 filing but does qualify potential movement in EB3 for filing AOS (PD > May1, 2010), what is the best approach for a new PERM petition with a new employer. The couple options I can think of, assuming prior EB2 PD is portable ;

1. File New PERM (with new employer) in EB3 category and when date becomes available in EB3 , port prior EB2 PD and concurrent file I140 & I-485
OR
2. File New Perm with new employer in EB2 category and when date becomes available in EB3, downgrade with prior EB2 PD and concurrent file I140 & I-485, hopefully in premium processing.

Any suggestions or advice on which approach is best, given that EB2 perm is good in both categories, hence future proofing that better if a need for upgrade arises?

Indians find satisfaction in following other Indians blindly. This behavior is embedded in our culture and is weirdly instinctive.

If Eb3i's had stayed in their own line they would have done better this year.

The same sympathy should be for eb2i's. 2009 folks have not received GC's and this year marks 10 years in waiting.


Spec and Q , you guys have not provided your guidance for this year. With out your posts there is very little to none useful discussion. How will this year be for eb2 and 3i's?

This is absolute rubbish. Yes Q owns the paid site (I think) - but he never pushed that site in the forum discussions. There is very little credible prediction on the site because there is no (reliable) data to predict anymore - nothing can be done more than simple guesswork so that's what you see here.

Q maintains a very civil, very informative forum. At one time this was home to wonderful people who did great predictions and helped anyone who needed help. A few of those are still around (and the rest got their GCs so are not fully engaged anymore) - and I still come here frequently because I find value in it. What Q does outside of this forum is no concern of mine or yours. If he tried to monetize some part of his expertise without devaluing this forum then kudos to him.

As far as Spec - man - I don't even know what to say. Spec is dealing with the same problem of data availability and reliability I think. Where its possible, he is continuing his great work. He is one of most extraordinary anonymous online presence I have ever seen - what he does (and the extent of skill/knowledge he has) deserves respect .

Yes - we are all frustrated with the wait, but lets not take that out on Q and Spec.

I don't know how to say it without advertising WhereismyGC here. But since you raised the point, let me explain a few things about me, WhereismyGC, this blog and forecast as an art and science.

1) WhereismyGC - Yes WhereismyGC is a paid website that provides algorithmic (rather simulations based) forecast. Which hopefully explains why it is NOT FREE.

2) This blog - was - is - and will remain FREE. It is a collective effort that has helped many in the past and continues to do so. People are welcome to share calculations, objective information, and personal experiences or anything pertinent frankly! The GC journey is tough and for many it is a comfort to see others in same situation not to mention the ability to do so objectively, and in a civil manner.

3) Me (Q) - I received my GC in 2011. I launched WhereismyGC in Mar 2013. I continue to manage this blog and I also run WhereismyGC. I try to keep this blog clean and focused on its goal.

4) Forecasting as an art and science - Forecasting is difficult because past hardly predicts future with any accuracy. Forecasting is also difficult because even if you identify all input variables ... they don't necessary fit into a mathematical equation or a set of equations. Nobody on this forum or no tool including WhereismyGC will EVER be 100% accurate. But there a few basic principles that if followed ... anybody can predict with good amount of accuracy. 1) use data 2) make good assumptions 3) know the dynamics of the system (e.g. inputs outputs and how they affect each others) 4) simplify the equation but not oversimplify 5) dampen your enthusiasm and add an element of conservatism.

I am very proud of WhereismyGC and how elegantly I have designed and programmed it and how well it forecasts with little effort on my part.

But by no means buying paid forecast is necessary to enjoy/use this forum. Actually the backlog situation is so bad that I will be happy for you all if you just focused on your life and career and just forgot the GC.

totally agree @imdeng. This is a great forum and i have never seen Q push his site. in fact there was free access to that site for forum members for some time if i recall correctly.

The speculation has gone silent because there is nothing to speculate about . Without Pending Inventory we have Zero visibility as to what the size of the Queue is so how to we figure out the speed of movement? lol
USCIS has some mysterious rationale about why they don't want to disclose that report. i heard a rumor or some memo about they want you NOT to have the information to stop reverse porting.
which is just bad bad news if its true.

WhereismyGC Forecast model updated for year 2020.
There will be a few more core updates by end of December. And then depending on need we will finetune it further in Q1/Q2 next year.

Hi Folks,

I have a very tricky situation and have to make some very important decisions. I was hoping the experts here could help me. Thanks in advance. I have approved I-140 in EB2 & 3 with priority date in July end 2010. I am currently on an H1B which is valid until the next 3 years. My eldest kid is in high school currently and the younger one is in middle school. Wife is also working on an H1B. We had Canada PR. The PR card will expire in a month's time. I am a premium subscriber of WhereisMyGC and per that my estimated date for EB3 is Average - Jul 2020 and Pessimistic is Sept 2020. So this is very close and I think I can easily survive this time. Now here are my questions.

1. Do these dates make sense? When I read the posts on this thread, I get a completely different picture. People are talking about it is going to take 4-5 years just to clear 2009 and all that. Then how come the 'whereismyGC' dates are so optimistic? Should I base my decision based on those dates?

2. The other plan which I was thinking was to just take off to Canada (alone) and secure the PR of Canada, so that kids and wife and come there if in case we can not survive here in this mad place (we are currently both are on H1 and it makes it our situation difficult and not so safe). I will have to spend about 2 years or more (in case I have further plans) in Canada and then come back.

The only reason I am thinking of Canada option is that I am too scared of a pessimistic scenario here if the GC dates simply do not move and it takes 5,6,7 years more to be current. I simply don’t want me and my family to go through that torture and uncertainty.

I know it is me who has to make the final decision, but it would help if you can provide your feedback on issues likes date movement, discrepancy between street opinion and ‘whereismyGC’ estimates.

I agree with Excalibur, there is no scenario in which you will be current by September 2020. If miraculously new legislation gets passed the dates might move but not this year for sure. So don't count on this from happening. There might be a situation where a recession kills the demand but in that case we all have other things to worry about.

I can't tell you to take Canada option or not, but I can tell you the US option isn't looking too bright
