Remember these are figures for Consular Processing approvals only.

The figures do not include AOS cases, which make up around 90% of overall approvals within EB1 to EB3.

India in particular does not have very many people who use the Consular Processing route. For example, in FY2017, it was 0.9% for EB1, 2.5% for Eb2 and around 3.1% for EB3 of the total approvals.

In FY2017, China had higher figures for these categories (10.2%, 4.5%, 15.9%).

As you can see, The EB1 use of CP by China is very different to India. Current months show no use because the EB1 FAD has been retrogressed to 01JAN12 since April.

Interesting Data point in AOS at consular processing is total number of AOS in Q1 is 7075 and in Q2 it is 7076.

When compared with 2018, applications number is down by 2088 untill Q2.

Also Family based AOS at consular processing is down by 12307.

Hopefully this Employment AOS low number might show some positive impact on EB2.

Thanks as ever for posting the figures.

It's interesting that Family based Consular approvals are so low, since they represent the majority of FB approvals.

That said, CO has 6 months to corrrect that and all FB categories are retrogressed.

I think it's worth taking a deeper dive into the EB consular approval figures. Although around 2k lower than this point last year, the individual categories show differing trends.

With EB1, the category was Current for everybody in Q1/Q2 in FY2018 and has been retrogressed for the entire time in FY2019. The vast majority of EB1 approvals for FY2018 took place in Q1/Q2 (76%), after which EB1-I/C became heavily retrogressed, with ROW also retrogressing for the last 2 months of FY2018.

To sum up, it's not really comparing apples with apples.

The large increase in EB3 has come primarily from India (765 = 310% increase) and ROW (1,519 = 67% increase)

I'm not entirely sure what's going on with EB5.

qn on this - how do you know that C/P 2019 cases are that high until May?

Just curious - my p/d is early May 2009 EB3-I and I still haven't gotten an interview - trying to figure out how many people are ahead and at C/P if thats possible.

Also read somewhere that eb3-I approvals haven't cleared April 2009 yet - heavy demand and not sure how much but the FA date has been stalled and won't move this f-year means there is demand ?

The last numbers for cases waiting for Consular Processing at the NVC was as at November 1st 2018. https://travel.state.gov/content/dam/visas/Statistics/Immigrant-Statistics/WaitingList/WaitingListItem_2018.pdf

At that time, there were 21,385 EB3-I Skilled Worker/Professional cases on the list, but this covers all cases with an approved I-140 who chose Consular Processing and covers PD far beyond those that are Current. As such, the numbers are perhaps something of a 'red herring'.

I'm not sure I entirely understand the comment.

By the time EB3-I passed July 2007 PD, all new AOS applications needed an interview. The USCIS Pending Inventory would never have shown more than a handful - most new EB3-I cases were at either NBC or a Field Office and completely invisible to us.

We've never known (even at the most basic level) how many EB3-I cases were generated when the Filing Date of 01APR10 for EB3-I was allowed in January 2019.

Added to that, there have been far more Consular approvals of EB3-I cases than ever before and these would not have shown on a USCIS Inventory anyway.

The PI numbers only show AOS cases (I-485 which USCIS process). Consular cases are processed by DOS at the consulates, where they issue an Immigrant visa.

Consular approvals for EB2-I to the end of May are a mere 35 cases. Historically, the number is less than a 75 - 150 per FY, with recent years being on the lower side.

So EB3 India is where the candidates might have left the country and now noticing their dates being current are getting their cases processed outside and also finding an employer to return?

That's how it seems.

Either they've still got the original job offer from when they chose Consular Processing, or, they've had another I-140 approved for a different employer and retained the earlier priority date.

EB2-I crossed July 2007 in late 2011. EB3-I only did so in April 2018. That's a long time for people to hang on in the USA without an I-485 filed. Maybe it explains why there is such an increase in Consular approvals for EB3-I.

I'm a little surprised at the numbers though, given they still need a provable job offer after all this time and still want to come to the USA.

The breakdown is quite interesting.

Lots of Skilled Workers, not many Professional. That may just be quite clever immigration lawyers, since it obviates any problems with degree equivalency, but would make it harder to get the initial PERM approval. Impossible to say.

The number of Dependents @ 2.5 per primary (for non Other Workers) is also quite high, but again, not very surprising given the amount of time that has elapsed.

I know people are interested as to whether there might be spillover of FB visas to Employment Based in FY2020.

Currently, FY2019 has 21,977 less CP approvals for FB than there were in FY2018 at the same point in time.

If the average use continues for the rest of FY2019, then SO would be in the region of 27.5k.
If the average use continues at the high end of use in FY2018 (c. 19k/month), then SO would be in the region of 16.5k.

Both cases assume that AOS approvals for FB are the same in FY2018 and FY2019.

The most plausible scenario is a figure between the two cases.

CO has advanced Cut Off Dates for FB, so we might expect some increase in approvals for the remainder of the FY.
On the other hand, recent months have only seen <15K FB approvals per month, so a huge increase in the remaining time might be quite difficult to achieve.

Although I have explained the rationale for the above figures, the above is very speculative, so treat it as such. Normally, I would not speculate. I give the figures only because I realize it is of great interest to everyone.

Personally, I think some SO is now inevitable, but the amount will only become clear as DOS releases the remaining 3 months data.

redsox2009 has put a lot of effort into compiling the figures each month from the raw data and deserves some thanks for doing so month after month.

There is a point where people have to take some responsibility to educate themselves on the subject matter and not just be spoon fed the data and analysis.

The figures represent the number of visas issued by DOS at consulates around the world.

This contrasts to (and is in addition to) the number of AOS approvals USCIS make for those who have an I-485. For EB, Consular processing accounts for 15-20% of total approvals in a FY.

The long lost USCIS Pending Inventory only included AOS applicants (those still waiting, but not all those waiting). The monthly DOS report shows actual visas issued.

It might be interesting because:

a) It might show evolving trends in the number of EB applicants who are using Consular Processing rather than AOS. For example, EB3-I consular approvals to date for FY2019 are 1,680 for the 10 months reported in FY2019. That contrasts to only 747 for the full FY2018 and just 208 for the full FY2017.

b) Consular processing represents around 94% of all number limited FB approvals. Looking at the progress can give some idea if there are likely to be any unused FB visas in FY2019 that would spill over to EB in FY2020.

If the AOS numbers were the same in FY2019 as in FY2018, then unused FB visas would be around 23,000, raising the EB allocation to 163,000. We'll only know the actual AOS numbers when DOS publish the FY2019 Visa Statistics (probably in January 2020).

That assumption would translate to 46,618 visas being available to each of EB1, EB2 and EB3 (an increase of 6,578 over the minimum 40,040).

The prorated 7% limit would rise from 2,803 to 3,263 for EB1 - EB3.

The extra numbers available to the categories would increase the chance of there being horizontal spillover at some point during FY2020. Without knowing the backlogs in the categories, it's impossible to speculate as to whether this might happen.

Based on these numbers we can expect EB3 cutoff dates in Jan 2020. I belive EB3 might have used Q2 Quarter's quota also.

Out of 2375 EB3, 482 cases are for EB3 Other workers, which is also hight when compared with previous years.

Last year Oct EB3 used 1279 and they spiked up 85%.

Last year Oct EB2 utilized 338, and this year they utilized 506 which is almost 50% more.

If the EB2 cases were approved more at USCIS field offices also then EB2 cutoff dates also can be expected by Jan 2020.

Even the ROW EB3 demand is 826 vs 1181. Hope the EB-3 ROW will remain current and yield SO to EB3I.

For EB3, ROW and Philippines numbers were slightly lesser than Nov. But, India shot up from 102 in Nov to 139 in Dec. Also, for 38 primary applicants, there were 101 dependents. Ratio of 2.65. If the trend continues, it's hard to see any meaningful movement for EB3I this year. :(

And, I wonder why EB2I dates are hardly moving? There's negligent consular numbers but still the dates move a day or two. Why?

Relentless. Just relentless demand for EB3-India CP. I never understood how these many jobs are waiting for a decade while the employees were staying abroad? Doesn't make any sense. With EB3-ROW already backlogged, EB3-India's future for FY 20 is not that bright.

Thank you Red. Other than EB5 China usage that decresed from 541 to 4, no major change in EB. CO was right on money regarding the closure of Guangzhou, China post.

FB China total also went down from 6619 to 87. Overall Family went down from 67.7K to 15.4K. If the virus keep Counsular Post's closed for another 2 months, then we are talking. How much can CP's ramp up once things are back to normal? May be by a factor of 1.2 to 1.5? I guess we should wait more to see how things play out.

Thanks for catching the discrepancy. I found the bug, last month in the spreadsheet China is listed as "China - Mainland born" and this month a character got changed and new name is "China - mainland born".

I have the same problems with the format of the PDF changing for no reason and Countries suddenly being called by different names. It's a real pain in the .....

P.S. On a different note, you may find it easier to use the Courier New font for any tables in your posts. Being a non-proportional font, it makes lining up columns much easier. You probably already have noticed that multiple spaces are truncated to a single space by the forum software.

CO has said:

Currently, immigrant visa processing at consular posts abroad is limited to *mission critical* processing, which is defined at the discretion of the post and which is often limited to adjudicating cases based on compelling reasons, such as age-outs.

Based on that, my best guess is it's probably just a couple of cases where children were going to "age out" if the case wasn't approved.

For EB, total 104 visas issued for India in Month of June. I guess priority is still ROW and processing of regular quota vs any spill over. There were some doubts cast in EB3 thread whether spill over numbers only get processed in 4th quarter or through out the year but from the numbers here it looks like USCIS hasn't touched any spill over numbers. It will be interesting to see consular processing data for July which will be 4th quarter.

These are consular processing --- Low India vs ROW numbers indicate and are consistent with the fact that consulates in India are not operating at capacity vs countries around the world where it's normal operation since several months.

Totally appreciate it Spec. Hope you are doing well.

By now people have seriously given up or seriously worked up with the thought of potentially getting greened.

The CP numbers are quite alarming. We will end up 56K CP numbers which will be 20% of 280K available. Perhaps in one sense it's ok because there must be last year's unprocessed numbers too. Of the 56K 28K seems will be utlized just between EB3-ROW and PH.

I find it quite sad that while EB-IC are languishing for decades, somebody in any other category just walks in and out with a GC within 24 months max.

Anyway it is what it is. I sincerely hope USCIS uses the rest of the visas and thanks again for posting.
