After reading these two trackitt threads (hope it is true), I really feel bad for my earlier posts (trolls) against CO.

But one kind request to CO, not sure how long you can do this but can you do it atleast one more time (this fiscal, that too in July'13) so that I will get my GC (sorry getting a little bit selfish here)...

GRP, CO's preferences have nothing to do with it. The law is pretty clear on spill overs and CO is just implementing it as such, irrespective of what the OP on trackitt thinks. See the thread below for more detail.

I agree with you Pedro, in fact I'm cognizant of the fact that CO is within the limits set by the law and he has no preference on one country over the other.
At the same time, with so many talks in the congress (and in general) about immigration (CIR and others) over the past couple of years in specific, threads like the ones I mentioned can cause law makers and observers to interpret it differently in future. Like how the interpretation of SOFAD changed in 2008 (from fall down to fall across), it may not take much time for a clever soul with authority to interpret the same law differently in future and lobby for it to be interpreted in his way which may adversely affect the benefits of extra visas we are getting every year as spill overs. That's why I'm selfish and I would like to get the GC before that happens like many other original EB2 filers in the 2008-09 time frame desperately looking forward for this year as well as next year as they very well know if they miss the FY'14 boat they will be stuck here for ever as the porting will be in rapid pace and all those EB2 with EAD will be of the same state as EB3 were for the past 5+ yrs.
Remember before 2008 the ROW category (including EB3 and EB3 other) was hardly retrogressed, that's not the case anymore as it is always retrogressed now. EB3 category is there for a purpose mainly for some skilled workers including those we see in the construction and farming sectors ("other" workers) which are the back bone of US - not many construction and farming workers will be willing to come to US if their wait time is going to be more than 5 yrs (they would rather jump over the wall illegally into this country). Their marketability is going to reduce day by day as these jobs require physical work (even though skill is important not for "other" workers) and as you get old you will be less preferred over the young guns. I also read somewhere that the huge backlog in EB and FB are some of the main reasons for the increase in illegal immigrants in this country...
Also there is very little opportunity for them to upgrade to EB2 either.

I would say this is one of the biggest news for this fiscal year and with just one post the contribution is immense from amytkats.
