Only that CO is too smart to not do that on purpose!! Trust me.
Q,

If we are going to talk about movie clips, I think this one (http://www.youtube.com/watch?v=7_PX1cVuaVA&feature=player_embedded#!) from the original The Italian Job with Michael Caine best sums up how CO handled last year!

The remake was a travesty.

I wouldn't disagree with that statement. He's been around too long to make basic errors. Running out of EB2 visas after 6-7 months was neither basic, nor an error.

That's why I used that "Anti" word but not many liked it...

Also think about these - Kazarian, EB1C (every EB1C might have consumed 4 visas), Porting and EB2I (same here, every EB2I might have consumed atleast 2+ visas - no other ethnic group will have so many dependents per application, atleast CO wouldn't have seen this in his career)

Lets give him the BOD

Spec - you've come a long way on this one!! I agree with you. I think CO is quite good at what he does. I also think that he does his job as good as it can be done under the current system. And whatever perceived anti-any bias there is - is probably not his fault. It's the system and he is just part of it.

I agree with you Q. But it doesn't mean he can keep doing this year after year. If he wastes any visas (in 1000s) this year, the USCIS - CO conspiracies will get only stronger and the word "ANTI" will stay forever.

GRP - There are subtler ways to be an ANTI other than wasting numbers. Now a days it is difficult to waste numbers given how high the backlog is in EB2.

Other ways of being an ANTI could include pushing PERM - 140 and 485 processing faster for selective countries. And we have seen this happen.

Now DOS can't do that on its own. That's why I said its the system not (just) the CO.

Is it? REALLY! When and how did this happen? Can you please shed some light on this comment?

Ever since the interpretation of spillover rules changed from vertical to horizontal (google the topic if you are not familiar) we have consistently seen ROW backlog vanish - first 485 then 140 then PERM. Now we are seeing ROW backlog vanish from EB3.

While some of the explanation lies in USCIS DOS DOL efficiencies, as well as ever increasing EB-I demand - they don't fully account for what I believe systemic and chronic backlog for EB2I. But again ... mine could be perception. However at the least USCIS DoS don't seem to be concerned about the plight of EB-I or any immigrants in general.
