Indian with H1b marrying Brazil citizen

hello experts,
My friend who is in H1 is marrying a Brazilian citizen, marriage will be conducted in Brazil
any one has any idea how the process will work, she wll be getting h4 for sure but we like to know is there any changes in Green Card process (chargeability country etc.)

If his date is current he can file 485 for his wife and then use her country of chargeability and get GC in 2 months.

Q- thanks for reply, no his date is not current he is still in H1 but I like to know if the h4 process is same for her like we Indian spouse, and is there any complexity or advantage in his GC process for marrying Brazilian citizen ?
